Expertise in Skills Partnerships and securing skilled workers

Skills partnerships remained a key topic for GOVET in 2024. GOVET provided advice and information to support the recruitment of skilled workers and international exchange on migration.

Transnational Skills Partnerships and combining international VET cooperation with securing the supply of skilled labour were also the subject of numerous enquiries in 2024 and therefore also of GOVET’s advisory work.

In order to respond specifically to the high demand from the international VET cooperation community, GOVET implemented a range of options for exchange. GOVET ran the specialist seminar entitled “Training measures abroad as part of the acquisition of skilled workers for Germany” again in 2024. At re:publica, GOVET provided information in a lightning talk on skills partnerships and fair migration. GOVET also set up a subpage on the topic of securing the supply of skilled labour and international VET cooperation to make it easier to provide information and to do so in a more targeted manner: https://www.govet.international/de/189645.php

Think tank for Transnational Skills Partnerships

In 2024, GOVET was also involved in the “Denkfabrik für transnationale Skills Partnerships” [Think tank for Transnational Skills Partnerships]. GOVET discussed findings and recommendations for action in three workshops. The think tank, facilitated by the Bertelsmann Foundation, concluded with a final conference on 21 May 2024 at which high-ranking federal government representatives presented the findings including information on the role of international VET cooperation in skilled worker migration. GOVET gave a keynote speech and took part in a panel on the subject of “Expanding capacity and partner countries via VET partnerships”. The results were published in a collection of articles entitled “Fachkräftemigration fair gestalten durch Transnationale Skills Partnerships” [Structuring skilled worker migration in a fair way using Transnational Skills Partnerships] to which GOVET contributed with an article on international VET cooperation in the context of Skills Partnerships.

Discussion Paper “Immigration into Vocational Training: Opportunities and challenges of targeted recruitment, preparation, and integration of trainees from third countries”

The new law on the further development of skilled worker immigration and the relevant regulatory measures are intended to optimise and accelerate the immigration of skilled workers and labour and also of students and trainees (as future skilled workers) into Germany. The discussion paper seeks to identify opportunities, challenges and areas where actions are required and in this way support implementation into practice.
